Every person can appoint an agent for transactions in the Customs Dept.
If agent is not appointed, the same person is obliged to make the transactions for the formalities (clearance/warehousing)

If SAD submission is required, only the the customs broker can be appointed
Agent can be a full-time on monthly basis employee of the person duly authorized
